Background:

The SDC has supported the first phase of the project (1.11.00 - 30.6.01) during which the NAP was prepared. During this phase, an extensive audit of the profession involving all key stakeholders was conducted. It confirmed that the profession is still plagued with inequalities.

The implementation phase will have a duration of 3 years (1.8.01 - 31.7.04). The proposal is in line with the SDC Strategy 2000-2004 and the annual programme 2001 for South Africa in the governance area, in particular with objective 1 "...to contribute to more professional institutions essential for democracy and a state of law, e.g. the justice system and the police forces, focusing on training."

The overall objective of the SDC is to provide support to the Department of Justice and the Board of Sheriffs to implement the NAP for the transformation of the sheriffs' profession, while the objective of the National Action Plan process is to deliver a transformed sheriffs profession that consist of capacitated and representative sheriffs' offices, conforming to equity and transformation principles, and are sensitised to people-friendly-and efficient services.
